Nto̠ Qüeǟ Qo̠ (/nto̠/ /q˔aː/ [able; capable; competent] [version]) is a subtropical Large City located in the Clartazinlean Barony of the Viceroyalty of Rosid.
The name Nto̠ Qüeǟ Qo̠ is derived from the Wood Elvish language, as Nto̠ Qüeǟ Qo̠ was founded by Khenvurth Shreemedo, who was culturaly Wood Elven.
Climate
Nto̠ Qüeǟ Qo̠ has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cold 4°C (39°F). Nto̠ Qüeǟ Qo̠ receives an average of 223 cm/y (87 in/y) of precipitation, most of which comes in the form of rain during the summer. Nto̠ Qüeǟ Qo̠ covers an area of nearly 273 km2 (109 mi2), and an average elevation of 3232 m (10603 ft) above sea level.
Overview
Nto̠ Qüeǟ Qo̠ was founded durring the early 16th century in fall of the year 1514, by Khenvurth Shreemedo. The establishment of Nto̠ Qüeǟ Qo̠ was somewhat plagued by a lack of willing colonists, leading to Khenvurth Shreemedo electing to pay people to resettle in Nto̠ Qüeǟ Qo̠.
Nto̠ Qüeǟ Qo̠ was built using the conventions of Wood Elven durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Nto̠ Qüeǟ Qo̠ is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Nto̠ Qüeǟ Qo̠ is buildings are grouped arround an odd layout of spacious canals streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The city posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. The failry decent fortifications have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.
A look around Nto̠ Qüeǟ Qo̠ shows Nto̠ Qüeǟ Qo̠ as a den of corruption. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is. The city has another layer to it as well. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear Nto̠ Qüeǟ Qo̠ places a lot of value on education and being a learned individual, or at least, faking it.

Nto̠ Qüeǟ Qo̠'s old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Nto̠ Qüeǟ Qo̠ has a first rate hospital which caters to anyone in need of long term medical care.
Nto̠ Qüeǟ Qo̠ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Nto̠ Qüeǟ Qo̠ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Nto̠ Qüeǟ Qo̠'s natural decorations nor waterways.
Nto̠ Qüeǟ Qo̠ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Nto̠ Qüeǟ Qo̠ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Nto̠ Qüeǟ Qo̠ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes
The law within Nto̠ Qüeǟ Qo̠ is highly corrupt, or does not apply to certain favored groups or castes. Strangers might be fleeced by local lawmen, evildoers can be absolved by a payment, and powerful gentry do as they please.
Nto̠ Qüeǟ Qo̠'s town hall was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..

History
In time immemorial, reportedly some time during the late 2nd century, Nto̠ Qüeǟ Qo̠ was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Nto̠ Qüeǟ Qo̠ lost 163 people, 153 livestock, and 56 buildings. The conflict ended after roughly 67, when members of Nto̠ Qüeǟ Qo̠'s militia enacted an operation to destroy or capture a particular fortification. The operation was complicated by the militia had access to far less resources than expected. The conflict ended with a last stand against the enemy until a particular event occurred, which ended in defeat for Nto̠ Qüeǟ Qo̠'s forces. The war is remembered in legend by Nto̠ Qüeǟ Qo̠'s bards, historians, and legend keepers.
